Abstract:
In this document the strategy for science, technology and innovation is analyzed as it is presented in the National Development Plan of the second government of President Juan Manuel Santos for the period 2014 - 2018. It is showed that the strategy is no more than the same economic growth strategy presented by recent governments of Colombia and that it remains only in the level of discourse, because in practice there has not been more investment in science and technology and it has not generated more innovation in firms.
