Abstract:
During recent decades, the Colombian leadership has opted for a pattern of accumulation based on primary export trade, in two distinct but sustained phases of opening of the economy. This is contrary to the model of accumulation that is emerging internationally at the beginnings of XXI Century, with their requirements of investment in science and technology for the production of knowledge. This trend has been highlighted in the mandate of President Alvaro Uribe, and fully manifests itself in the free trade agreements negotiated with developed countries. The consequences that the application of the second phase of the free trade strategy will bring to the country will be a deep backwardness and dependence, with aggravation of poverty and misery conditions of most of the Colombian population.
