Abstract: The public policy of the administration of Information Technology and Telecommunications, has changed in Colombia. These changes are inspired by the need to better manage the radio spectrum, a scarce resource which the state owns. The principles of the ICT Act 1341, are inspired by the approach emerging strategy that will allow new and creative ways to provide value added services account for ICT providers.
