La contratación interadministrativa en Colombia: una figura frágil de la contratación pública en el modelo neoliberal

Abstract: The article reviews the inter-administrative contracts in the Colombian public procurement, analyzing them in the context of public policies that develop a neoliberal economic model. It also analyzes the inter-contractual relationship was between the Ministry of Information Technologies and Communications with the National University of Colombia in the period 2009-2015. This developing the constitutional and statutory orders on the management of the electromagnetic spectrum and communications services in Colombia.
