Abstract: Sumario El gobierno colombiano, conforme al mandato constitucional, presentó al Congreso, el Plan Nacional de Desarrollo (PND) 2018-2022 “Pacto por Colombia, Pacto por la Equidad,” que fue aprobado mediante la Ley 1955 de 2019. Según la Constitución, el PND “es la hoja de ruta que establece los objetivos de gobierno, fijando programas, inversiones y metas para el cuatrienio...” Las reflexiones y propuestas incluidas en este documento se refieren a los componentes principales del PND, las reformas que implican, el Programa Plurianual de Inversiones que lo acompana, y que se refiere a los presupuestos fiscales de los anos 2019 (aprobado y en proceso de ejecución), 2020, 2021 y 2022, así como a sus omisiones aparentes, sin pretensión de agotarlo y menos de cubrir su totalidad. Se presentan con el ánimo de contribuir al debate nacional y a la mejora de las decisiones de política pública. ***** Summary The Colombian government, in accordance with the constitutional mandate, presented to Congress, the National Development Plan (PND) 2018-2022 “Pact for Colombia, Pact for Equity,” which was approved by Law 1955 of 2019. According to the Constitution, the PND "is the roadmap that establishes the government objectives, setting programs, investments and goals for the four-year period ..." The reflections and proposals included in this document refer to the main components of the PND, the reforms involved, the Multi-Annual Program of Investments that accompanies it, and that refers to the fiscal budgets of the years 2019 (approved and in process of execution), 2020, 2021 and 2022, as well as to its apparent omissions, without pretending to exhaust it and less to cover its entirely . They are presented with the intention of contributing to the national debate and to the improvement of public policy decisions.
