 Colombia: nueva base de las Cuentas Nacionales, ano 2005Marco Tulio Mahecha Ordónez () No 12762, Revista IB from Departamento Administrativo Nacional de Estadística - DANE Abstract: Cambiar el ano base de las Cuentas Nacionales anuales significa adelantar una serie de investigaciones sectoriales tendientes al redimensionamiento de la economía nacional, a la actualización de su estructura productiva y a la introducción de los avances metodológicos implícitos en las recomendaciones internacionales más recientes, así como incorporar los últimos desarrollos en materia de estadística básica, en especial, aquellos derivados de las investigaciones de gran cobertura como censos y encuestas socio-económicas. Es normal que, con el transcurrir del tiempo, el marco de referencia para la medición económica se vea afectado en su estructura por diversos motivos. Entre estos vale la pena mencionar los de orden económico, institucional y estadístico, tales como la modificación de las relaciones técnicoeconómicas de producción, resultado de la dinámica sectorial; la privatización de empresas que ocasiona la modificación de los agregados tanto del sector público como del privado; la modificación de las tasas tributarias que repercute en los niveles de precios de los bienes y servicios; así como la mayor disponibilidad de estadísticas económicas y una mayor efectividad en el control de los ingresos de las empresas y personas, por parte de entidades como la Dirección de Impuestos y Aduanas Nacionales (DIAN), las superintendencias y la Contaduría de la República. Los resultados obtenidos en la nueva base de las Cuentas Nacionales no evidencian cambios fundamentales con respecto a los registrados en la base 2000: el Producto Interno Bruto (PIB) se incrementa en tan solo 1,4%. No obstante, se dan cambios de relativa importancia en la variación de existencias (-73,2%) y en las importaciones (-9,5%). Por lo demás, se observan algunas modificaciones de la estructura productiva sectorial del ano 2005, explicadas por cambios en la importancia relativa de la producción sectorial y por el comportamiento de algunas de las relaciones técnicas de producción de las actividades económicas. ********* Change the reference year of the National Accounts mean to move forward in the investigation of the different branches of the economy trying to establish a new dimension of the national economy, to update its productive structure and to introduce the methodological advances implicit in the recent international recommendations. Also, its purpose is to incorporate the most recent advances in matter of basic statistics, specially the outcomes by-product of the investigations of a large-scale like Census and socioeconomic surveys. It is normal that the benchmark to measure the economy be affected across the time by different causes like economic, institutional and statistical alterations. For instance, the modifications in the techno-economic relations of production are the consequence of the sectoral dynamic. Privatizations of enterprises bring about changes on the public and private aggregates. Modifications on the tributary rates affect the levels of prices of the goods and services and the availability of the economic statistics and the effectiveness in the control of the profits of the enterprises and persons, by the tax bureau (DIAN), the superintendence bureaus and the general account bureau. The outcomes in the new reference year of the National Accounts are not an evidence of fundamental changes in relation to base 2000: GDP is increased in just 4%. Nonetheless, appear changes more meaningful in the levels of inventories (-73.2%) and in the importations (-9.5). Otherwise, there are modifications of the productive structure at a sectoral scale of 2005, explained by changes in the relative importance of the sectoral production and by the behavior of some technical relations of production of the economic activities.
