La violencia de origen criminal, articulación con la violencia política como factores de inestabilidad en el Catatumbo (2010-2018)

Abstract: El propósito de este trabajo es caracterizar la problemá- tica de inestabilidad en la región del Catatumbo en el lapso 2010-2018, usando como marco los conceptos de violencia de origen criminal y violencia política. Actualmente, pese a la salida de una parte de las estructuras armadas de las FARC, al desarrollo de negociaciones entre el ELN y el gobierno, y a los compromisos que este último ha adquirido con los habitantes, el escenario continúa siendo complejo: hay evidencias del incremento de cultivos ilícitos en la zona; proliferación y fortalecimiento de actores armados ilegales; enfrentamiento por el control del narcotráfico y coerción. Estas problemáticas revisten complejidad debido a los bajos niveles de desarrollo y a las condiciones de pobreza que afectan a la población, constituyéndose en un objeto de estudio relevante por las consecuencias políticas y sociales que se derivan para Colombia y la región. The aim of this paper is to characterize the period between 2010-2018 about the instability trouble in the Catatumbo region, using as a general framework the concepts regarding criminal violence and political violence. At present, despite the withdrawal of the FARC’s armed structures, the advance of negotiations between the ELN and the Government, and the commitments that the latter has acquired with the residents of the region, the scenario continues to be complex: There is evidence of increase in unlawful harvests in the area, the spread and strengthening of illegal armed actors, the confrontation for the control of drug trafficking and the coercion. This problem becomes complex due to the low levels of development and the poverty conditions that affect the population, becoming an relevant object of study for the political and social consequences derived for Colombia and the region. Due of this, is appropriate to ask: How is the situation of instability in the Catatumbo characterized, seen from the concepts of violence of criminal origin and political violence?
