Abstract: Based on the latest data on the financial stress levels in developing countries, this note addresses a series of questions. What challenges are debtors facing? Which countries need liquidity support? Has the situation improved recently? Ideally, how should these countries be supported? Given the public policy failures of the recent past, what might a practical international proposal look like? What are the obstacles?
