Commodity Risk Management in Liberalizing Economies: Three Case Studies

Abstract: This paper reports the result of three separate case studies, each one based on extended field work. The studies are unified by the common issue they seek to investigate : In the passage from a system extensive controls to a market-oriented system an economy may be exposed for the first time to sharp fluctuations in agricultural commodity prices. To what extent is it possible to introduce new institutions to manage the resulting risks without impeding the liberalization process ? More particularly, can risk contracts, such as futures, play a role in such a context ? The three cases studied : citrus in Morocco, cereals in Morocco, and cereals and feedgrains in Poland, provide a rich collection of evidence. On the variety of institutional responses as well as of the untapped potential for market-based risks contracts.
