Legal Regulation of the Use of Artificial Intelligence in Ensuring State Security in Ukraine’s Border Regions by Law Enforcement Agencies

Abstract: This study examines the legal regulation of AI in ensuring state security in Ukraine’s border regions amid cross-border crime, migration flows, and hybrid threats. It explores the potential of AI for automating border control, verifying identities, detecting suspicious behavior, forecasting threats, and modeling security scenarios in the metaverse. Through normative analysis and comparative methodology, Ukrainian laws are evaluated alongside the EU AI Act to propose an ethical implementation model ensuring rule of law, human rights protection, and public trust. The integration of AI with the metaverse opens new opportunities for training border guards and simulating hybrid threats. The findings support harmonization of Ukrainian legislation with European standards and emphasize ethical AI governance.
