Abstract: The article presents arguments justifying the need for the development of the pulp and paper industry in Russia, and assesses its investment potential. The possibilities for the development of industry in the event of the emergence of external barriers that correspond to modern realities, incl. due to restrictions on export–import activities. The role of the state in resolving the identified problems and measures to support them are determined.
