Analysis of human resources development in the context of social policy of the Russian Federation

Abstract:   The article analyzes the state, development and position of human resources in retrospect from 1990 to 2022 from the point of view of social policy. Socio–economic indicators are divided into 2 groups: the number and structure of human resources and the characteristics of human resources. The author presents an analysis in quantitative and qualitative terms to understand and identify weaknesses, threats and opportunities in the implementation of social policy. The analysis will allow us to determine the triggers for the development of human resources, which allows us to set targets for the implementation of social and demographic policy in the Russian Federation. The authors noted the demographic crisis, aging and depopulation of the population, marked the stratification of society, overdue structural negative shifts in education, which will be increasingly actualized over the next 10 years.
