Abstract: The study is a continuation ofthe search for opportunities for the development of Russian-Chinese cooperation, including in the border area. One of the key drivers of development is e-commerce. How does China plan to become a global leader in science and technology innovation in the economy? Creation of a new type of infrastructure, increasing the quantity and quality of R&D through public and private funding, analysis of the results of this work, the prospects for a full socio-economic ecosystem in the field of information technology are the subject of this study.
