Abstract: The article suggests factors of formation ofpersonnel capacity of the organization. Classification of factors of formation of personnel capacity of the youth organizations in Jordan is offered. The analysis extensive, intensive and also the factors constraining formation of personnel capacity of the youth organizations in Jordan is carried out.
