Abstract: The article considers the existing system of strategic planning and the degree of influence on it of budgetary regulation of local budgets. The similarities and differences of strategic planning documents at all three levels of management are revealed. A scheme is proposed for developing strategies of municipal formations on the example of defining specific goals and strategic directions.
