Abstract:
This article traces the genesis of Algeria's social security policy and highlights the significant factors that have impacted healthcare coverage, particularly health insurance. The global health crisis, notably the COVID-19 pandemic, has exposed the vulnerability of the healthcare system in Algeria. While the country was already facing significant challenges in the healthcare sector, the spread of the virus has exacerbated existing problems and revealed structural weaknesses in the healthcare system. By examining seven major periods, from the colonial period to the global health crisis (COVID-19) era, the article aims to highlight the impact of numerous essential factors in the development of social protection by analysing healthcare coverage within its economic and social environment. The article concludes that due to socioeconomic changes, healthcare coverage expenses are evolving, while cost control remains limited, and the question of healthcare expenditure efficiency remains unanswered.
