Abstract:
This article addresses the economic vulnerability of Madagascar in the face of non-communicable diseases (NCDs), particularly hypertension, which poses a major challenge for public health. The central issue lies in the lack of adequate national assessments to guide policies aimed at preventing these diseases, which hinders the country's ability to effectively respond to the health needs of its population. The main objectives are to assess the national economic vulnerability related to hypertension and to identify intervention priorities to improve the management of this condition. The adopted methodology is inspired by the framework proposed by Cui et al. (2022) and focuses on three key dimensions: economic sensitivity, response capacity, and governance. Historical data from 2000 to 2021 were used to construct an Economic Vulnerability Index (EVI), applying an entropy method to assign weights to the various indices. The results show a general upward trend in the vulnerability index until 2006, followed by a decline until 2012, and then a slight increase until 2021. These variations indicate that the country's vulnerability to the emergence of non-communicable diseases, particularly hypertension, is influenced by various socio-economic factors. In conclusion, the effectiveness of governance and targeted interventions to reduce economic vulnerability and improve health outcomes related to non-communicable diseases in Madagascar were highlighted.
