Towards a public production of medicines in Argentina: the role of scientific-technological policies in the development of capacities at the provincial level

Abstract: The purpose of this paper was to understand, based on a theoretical discussion, why Argentina used STI policy instruments to strengthen the strategic health sector, especially that of Public Production of Medicines (PPM). To this end, first, a brief introduction to the problem was made and the research question that guided the analysis was presented. Next, the political motives for innovation intervention were explored, with special emphasis on the relevance of the policy of non-neutral intervention. Thirdly, the notion of policy instrument applied to the fields of science, technology and innovation (STI) was defined, introducing its typology, to finally identify its impact on PPM in order to obtain indications of the motives that would justify the definition of STI policy instruments aimed at strengthening an area considered strategic at the national level.
