Management and Leadership in the School Organization, for a Significantly Improved Quality of Public Education Services

Abstract:
Practice has shown that good management and real leadership are key elements in differentiating educational organizations that develop in similar conditions, the leader of the organization having the mission of determining the degree of readiness of the organization in the face of challenges, in parallel with the development of their own skills necessary for the management of the organization. In education, leadership must make irreversible change based on the leader's personal and educational values, translated into organizational goals and multiplied by visionary strategies. A school organization that wants to generate quality results must consider both leadership and management as equally important; thus, a manager should be able to be a leader, and a leader should know management. In organizations where management "suffocates" leadership, spirit and long-term vision will be lacking; organizations with strong leadership but weak management may "take off" but will soon collapse. Here, then, is the challenge of the modern organization: the symbiosis between management with an objective perspective and the vision and commitment provided by real leadership. Starting from these premises, the present article summarizes a research aimed at highlighting the management / leadership / quality relationship in education. The research aimed to identify the teachers' perception of the orientation towards leadership and quality of the directors of the school organizations they belong to, starting from the hypothesis that, in education, quality is also provided by the quality of leadership.
