Abstract: This paper relies on the logic of the fishing market in Pernambuco to show that it is not necessary neither to bear on irrationality of agents nor to disregard the inner market incentives to understand the recent shortcomings faced by the fishing industry in this State. It is argued that such an approach is helpful and even more reliable to support policy definitions to promote the sector. The existence of the increasing returns in the deep ocean fishing and of negative internalities in coastal fishing generates the shortcomings found in the industry, even when agents are rational. Imperfect information and increasing returns on trading activities are the source of inefficiencies on quality generation. All these problems coordinate generation failures, which could be the target of policies to enhance productivity.
