EL ACUERDO DE ASOCIACIÓN DE LA UE Y EL MERCOSUR: DE LAS TRABAS COMERCIALES A LAS POSIBILIDADES EN LA COOPERACION Y EL DIALOGO POLITICO

Abstract: En este artículo se repasan las dificultades que han encontrado las negociaciones del Acuerdo de Asociación entre la Unión Europea y el MERCOSUR, particularmente por los diferentes intereses en materia comercial. Se analiza la estructura de las relaciones comerciales entre ambas regiones con el fin de encontrar posibles complementariedades, señalar oportunidades que pudiera tener la consolidación de las preferencias arancelarias y riesgos que entraña la aparición de nuevos socios comerciales. Se finaliza mostrando que el interés en el Acuerdo de Asociación no sólo está en los temas comerciales sino también en la cooperación y el diálogo político, donde existe un amplio marco para la concertación.

This article reviews the difficulties encountered by the negotiations of the Association Agreement between the European Union and MERCOSUR, particularly by the different interests in trade. Analysis of the structure of trade relations between the two regions in order to find potential complementarities, identify opportunities that could be the consolidation of the tariff preferences and risks of emergence of new trading partners. It ends showing that interest in the Partnership Agreement is not only trade issues but also on cooperation and political dialogue, where there is a broad framework for consensus.
