RESPONSABILIDAD AMBIENTAL, CANÓN EÓLICO Y GOBERNANZA LOCAL. EL CASO DE GALICIA

Abstract:
En la sección 1 presentamos datos de la evolución del desarrollo eólico de Galicia en el período 1997-2018. La sección 2 se refiere a la tributación ambiental eólica en Galicia: el canon eólico. La sección 3 analiza la gobernanza local, repotenciación y cuidado ambiental en relación con la reflexión sobre el canon. La Sección 4 presenta las principales conclusions. En cuanto a la protección ambiental local y en aras del desarrollo de una gobernanza local sostenible, sería recomendable una modificación, en tanto se considerase la tributación en base a la potencia instalada, y no al número de aerogeneradores.
In section 1 we present the evolution of wind development in Galicia in the period 1997-2018. Section 2 refers to wind environmental taxation in Galicia: the wind canon. Section 3 analyzes local governance, repowering and environmental care in relation to reflection on the canon. Section 4 presents the main conclusions. Regarding local environmental protection and in order to develop a sustainable local governance, it would be advisable to modify it, as long as taxation should be considered based on installed power, and not on the number of wind turbines.
