IMPACTO DEL GASTO EN EDUCACIÓN FINANCIADO CON CANON MINERO SOBRE LOS RENDIMIENTOS EDUCATIVOS EN PERÚ

Abstract: Los recursos obtenidos por parte de las actividades extractivas mineras por parte de las empresas dedicadas a este rubro se le denomina “Canon minero”. Uno de los principales destinos de este recurso es la inversión en educación siendo principalmente destinado en mantenimientos o en construcción de infraestructura educativa. Este trabajo busco analizar como estos recursos destinados en educación han llegado a impactar en los rendimientos educativos en Perú. Para ello se utilizó un modelo panel con las instituciones educativas que gastan las transferencias que reciben. Se hizo una comparativa entre el gasto en el mismo periodo de tiempo y otro considerando un rezago de este. Como resultado se encontró que el gasto de las transferencias muestra un efecto significativo de disminución de la tasa de desaprobados, y por lo tanto un efecto positivo sobre el rendimiento educativo.

The resources obtained from mining extractive activities by companies dedicated to this area are called “Mining Canon”. One of the main destinations of this resource is investment in education, being mainly allocated to maintenance or construction of educational infrastructure. This work seeks to analyze how these resources allocated to education have impacted educational performance. To do this, a panel model was used with the educational institutions that spend the transfers they receive. A comparison was made between the expenditure in the same period and another considering a delay of this. Transfer spending shows an effect on the diminution of the rate of disapproval, and thus a positive effect on the quality of education.
