Abstract: Presenta el índice de necesidades básicas insatisfechas, estimación del volumen de hogares por debajo de la línea de pobreza, clasificación tentativa de los hogares según sus ingresos y carencias críticas, y sugiere algunas políticas especiales en favor de estos grupos de extrema pobreza en Montevideo.
