An assessment of the impact of energy insecurity on state stability in India

Abstract: This paper studies the relation between energy insecurity and state stability in India. Primarily it looks at the ways in which specific aspects of energy insecurity impact the stability of the Indian state. The paper contends that energy insecurity in the form of fuel supply and electricity supply insecurities gives rise to social and political instability, which in extreme forms could lead to state destabilisation. A combination of inadequate and unreasonably priced fuel supply gives rise to instability in the social and political spheres; if the fuel supply is also unreliable, it could lead to chronic socio-political instability. Likewise, a combination of inadequate and unreliable electricity supply could, in certain instances, cause limited social instability; if this is also accompanied by an electricity price hike, it could lead to chronic socio-political instability. Chronic socio-political instability in an already weakened state could facilitate state destabilisation.
