Open public data and the establishment of non-local subsidiaries

Abstract: As an essential form of cross-regional investment, establishing non-local subsidiaries promotes the free flow and efficient allocation of factors. This study investigates whether and how open public data encourages the establishment of non-local subsidiaries in the pilot areas. It finds that OPD attracts firms to establish non-local subsidiaries in the pilot areas, and this effect is more pronounced in high-growth firms, firms with better data resource processing capability and more cross-regional investment experience, and when environmental uncertainty is higher. The mechanism test shows that the informatization level, business environment, and technology market development level in the pilot areas play the mediating role. The economic consequence tests show that OPD reduces financial risks and promotes sustainable development by facilitating the establishment of non-local subsidiaries. The conclusions provide institutional references for promoting the cross-regional flow of production factors and the construction of a unified national market.
