Abstract: Analysis of the potential for selling non-utility uses of broadband capability constructed in conjunction with Smart Grid/AMI deserves careful consideration. These services can be provided in a manner that neither creates unfair competition nor results in cross-subsidization of unregulated services by regulated services.
