Competition Policy and the Transition to a Low-Carbon, Efficient Electricity Industry

Abstract: U.S. industries are facing intense pressures to become more energy efficient. Two concerns are driving this transition. One is the need to lower the carbon footprints of energy-intensive sectors. A second concern is the need to achieve energy security by reducing this country's reliance on foreign sources of energy supplies.
