Abstract:
This article examines the arguments for and against an integrated marine policy. Marine policy in presidential, cabinet, politburo and mixed systems is examined. Problems of coordination between different government departments, between the public and private sectors and between central and local government are highlighted. The article concludes by stressing that resolution of the issue requires political choice at every level.
