Failure to resolve marine boundary disputes raises tensions in SE Asia

Abstract: The Chinese occupation of first the Paracels and now part of the Spratly Islands chain in the South China Sea has raised tensions in the area. This report looks at the background to the incidents and towards a possible resolution of competing claims.
