Joint ventures: a changing scene

Abstract: For more than two decades, some have talked of joint ventures as almost the only means of developing commercial fisheries in developing countries while others have talked about nothing but disaster and tribulation in the world of joint ventures. The truth of the matter lies somewhere between these two extreme views.
