Technical standards: The market and radio frequency allocation
Milton Mueller
Telecommunications Policy, 1988, vol. 12, issue 1, 42-56
Abstract:
This paper uses the economics of technical standards as the focal point for analysing current issues in radio frequency allocation. It argues that market forces can be introduced into radio frequency allocation by setting general rather than technology-specific interference standards, which would allow the shift of channels from one service to another as market forces dictate. Although this approach to spectrum allocation seems a radical departure from earlier methods, the principles involved are already commonly used and widely accepted.
