C-band DBS: An analysis of the US scrambling issue

Abstract:
This paper examines the new form of C-band direct and investigates the problems surrounding it, specifically the issue of scrambling, and the actions taken by Congress and the FCC. It begins with a discussion of the emergence of C-band direct and then gives the different views on scrambling. Attention centres on the legislative and regulatory efforts made by Congress and the FCC towards the scrambling issue. Finally, an analysis of the scrambling controversy is given.
