Global telecommunications: Policy implications in the USA

Abstract:
There is a need, in the USA and elsewhere, for policy makers to formulate clear regulatory and trade policies which would support the development of global telecommunications services while at the same time helping to prevent marketplace distortions and recognizing international trade objectives. This Comment argues that an essential first step is to shift from relying on an increasingly artificial distinction between basic and enhanced services, and to focus instead on the nature and international affiliations of the telecommunications operators themselves.
