Telecommunications policies and regulatory structures: New issues and trends

Abstract: This article describes four generic models of telecommunications regulation and considers their advantages and disadvantages. It then identifies several developments which are likely to present challenges to regulators, and draws conclusions about the aims they should set themselves.
