Trading telecommunications: Challenges to European regulation policies

Abstract: This article discusses the impact of regulation on the various types of trade in telecommunication services. It shows that the particular status of regulation involves obligations and influences the development of an international doctrine governing trade in telecommunication services. The strengths and weaknesses of European regulation policies are discussed, and the author goes on to consider the cards Europe could effectively play as it attempts to shape the regime governing international trade in telecommunication services.
