Trends in cost-sharing and user fees for access to government information

Abstract: This article looks at the issues of cost sharing by government depository libraries and fees paid by users of government information for access in the context of information policy development by the federal government. It covers the impact of changing to new publishing technology, and the attitudes of government officials regarding why and how those changes are made, upon the formulation of information laws and regulations. In addition, developments in the debate over cost-sharing and user fees are outlined, and the argument is made that economic considerations in government have tended to promote and protect commercial interests. This represents a shift from a democratic perspective of government publishing primarily for the good of the public. Failure to resolve the information policy debate has left many issues unsettled and has prevented development of legislation and rules reconfirming historically held information policy concepts.
