Background to a proposal by the Japanese Patent Office (JPO) concerning IPC revision

Abstract: This paper analyses current use of the IPC by major offices, sets out the problems facing an office like the JPO in using the IPC as it stands as a search tool, and proposes less revision of the IPC and longer revision periods so that the IPC will become a basic classification system which offices can supplement with their own additional systems meeting their particular search needs.
