BEST project in the European Patent Office

Abstract: The BEST program (Bringing Examination and Search Together) of the EPO, started in DG1 in The Hague with three training officers and eight trainees, has produced positive results and now involves 186 examiners in DG1 (The Hague and Berlin), 22 in DG2 (Munich) and 31 tutors. As compared with the original system in the EPO, where search was conducted by an examiner in DG1 and examination by a different examiner in DG2, in the BEST system both search and examination are conducted by the same examiner. Future development of BEST is largely dependent on installation of new search tools, such as EPOQUE and BACON, in both DG1 and DG2.
