Abstract:
This report consists of a submission to a call for views by the Scottish Parliament on the Climate Change Targets Bill, launched in August 2024. More information on the consultation is available at: https://yourviews.parliament.scot/nzet/climate-change-targets-bill/consultation/intro/. The submission draws on research and policy analysis conducted by the Grantham Research Institute that aims to understand the key features of the existing stock of climate change framework laws around the world, and how these features contribute to the positive and negative impacts arising from the laws. It responds to questions relating to carbon budgets, climate change plans, and monitoring and reporting.
