Abstract: Recent transformations in production systems have made it clear that service activities are playing an ever greater role in the development of modern economies, as the different economic sectors become increasingly interlinked. Regional governments, therefore, should be encouraged to include service activities along with industry as they design their development policies. After establishing a typology of tertiary activities and analysing their requirements as far as locations is concerned, the authors make suggestions as to the major lines and phases of a sound regional development policy.
