Abstract: This paper presents a territorial planning project which is in progress at this time: the Gipuzkoa-2000 Strategic Plan. To do this, in the first place a discussion is made of the reasons and general approaches which have led to implement this initiative, as well as the philosophy and general characteristics of the planning process to be developed. Next, a summary is made according to subject, of the previous diagnosis which will provide the basis for the definition of future strategies and projects to be promoted by the Plan. Lastly, the organisational structure and work schedule which have been established for drawing up the Gipuzkoa-2000 Strategic Plan are analysed in detail.
