Abstract:
This article offers an extensive an non-fragmentary picture on the Public Spending carried out by the Basque Government throughout the past decade. Along this period, the Basque Government has been increasingly consolidating and now plays a key role on the provisión of public goods.and on the regulation of the economic activity. Classifying the Public Spending into political, social and economic spending, the authors analyze first the different evolution and the individual performance of these components. The second part ot the work examines the symptoms of exhaustion of the current budgetary model, reviewing critically the different stages of its performance and the unattractive financial perspectivas. Finally, some new proposals are formulated to design a framework that coordinales efficiently the planning, the programming, the budgetary process and the control of the Public Spending. This framework should endeavour to introduce gradually a «management by objectives» and the necessary efficiency in the Public Administration of the Basque Autonomous Community.
