Abstract: The traditional Scandinavian model of labour market relations aimed at full employment and very controlled labour relations. Today there is mass unemployment also in Scandinavia, and new policies have to be developed and applied. Denmark has been in the forefront so far. The problem of female unemployment has been reduced to some extent by means of the so called leave reforms, i.e. time reduction and job sharing programs, which have been quite successful in the sense that many people have joined the programs, which have been quite successful in the sense that many people have joined the programs. However, there is necesarily an ambivalent attitude to labour reforms which question the logic of self regulating markets, and which are partly based on the rationality of 'social labour'. It is argued that modern information technology and service work relations emphasize qualitative aspects of labour and that labour market policies must change accordingly.
