Abstract: There has recently been renewed interest among economists in the use of urban tolls as a means of correcting excessive use of private vehicles in the most congested areas of cities, and several texts have sought to analyse the external effects caused by such flows. This article addresses the issue from an environmental perspective, analysing the effect on well-being –in the economic sense of the term– of different types of fixed toll and variations in fuel prices, as well as the effectiveness of each method in controlling pollution. Using an analysis of comparative statics and within a context of heterogeneous vehicle flows, the article examines congestion and other external effects such as pollution and additional fuel consumption (because of the relationship with pollution).
