Abstract:
This paper argues the fact that, at the beginnings of the XXI century, Europe was undergoing a social, environmental and technological changing with a new rhythm, which raises significant challenges to its investigation system, science and technology. Recent evaluation and comparative reports indicate that there is an urgent necessity to deal with more substantial actions in order to attain the established objectives in the European councils of Lisbon and Barcelona. The authors assert that the method to be adopted is the one of coexistence and coordination of the regional and national systems of investigation financing, so that to obtain on one hand, a more incorporated and efficient system, and on the other hand more investments in the basic and strategic investigation. At last, a suggestion rises about the formation of an independent financing institution at the European scale, which is the European council of investigation.
