Can’t get there from here? The challenges of innovation and transformation in Wales

Abstract: Wales is a region and nation that has suffered long term relative economic decline, and which is characterised by a lack of economically important capitals and capabilities. It is also a politically autonomous region with a constitutional duty for (and a distinct policy focus on) sustainable development. This paper reflects on how this orientation toward urgent global and regional challenges is shaping innovation strategy and considers whether the Welsh Government approach can influence regional structures and outcomes. It concludes that Wales – and perhaps other peripheral regions – faces significant and enduring barriers to improving challenge-oriented innovation performance within current systems.
