Economics and human rights perspectives on development: tensions and compatibilities

Abstract: Much of the discourse around the theory and practice of development is the domain of the academic disciplines of economics and human rights. Yet, experts in one discipline are often impervious to the concepts, language and implementation approaches of the other. This chapter explores first the tensions and ambiguities between the central ideas and concepts of human rights and economics, as they relate to development. It also discusses how some of the central tenets in one discipline - related to ends, means and outcomes measurement - have emerged in and influenced the other. The second part of the chapter focuses on the feasibility of arriving at a conceptual framework to guide an approach to development that encapsulates both economics and human rights thinking. An initial list of elements for such a framework are set out at the end of the chapter.
