Classifying cyber warfare

Abstract: This chapter considers how the classification of armed conflict applies to cyber warfare. Classifying the particular conflict – in other words determining whether it is one fought between States or between a State and organized armed group or between such groups – is necessary to determine what body of law applies to the hostilities. The chapter considers whether the prospect of cyber warfare presents particular problems for classification.
