Cultural entrepreneurship: ethnicity and migrant communities

Annette Naudin

Chapter 7 in A Modern Guide to Creative Economies, 2022, pp 109-124 from Edward Elgar Publishing

Abstract: This chapter investigates the experiences of cultural entrepreneurs in the context of what is sometimes known as a "super-diverse" city (Creese and Blackledge, 2018), an urban environment with high levels of population diversity. By drawing on a series of policy interventions aimed at "diverse" cultural entrepreneurs, I investigate the challenges and opportunities for policymakers who seek to address inequalities in the cultural workforce. In the UK, there is growing evidence of injustices in arts, media and cultural work which point to systemic inequalities (O'Brien and Oakley, 2015) and poor representation within cultural labour markets (Saha, 2017). This case study reflects on a series of localised cultural policy initiatives which highlight: a) the role of cultural intermediaries; b) place and the hyperlocal context; and c) problems with the use of terms such as "diverse" to describe inequalities.
